The thing is, if somebody needs to draw a tile and can't draw one (because they are gone), then when more tiles show up in the discard pile (because someone was eliminated and had to give back their tiles), the person who needed to draw one first gets to draw one now. The Dragon Tile is just a marker for who gets to draw first.
So, it must not be shuffled into the draw pile ever. We normally leave it on the bottom of the draw pile, but it could just as easily be set off to the side until the draw pile was empty.
